This is the formulaic trash they come out with every time. It means nothing. No one listens. Business as usual.
Every speech must mention "reform and opening up". This evening, I'm off to a government hosted banquet. It is 100% certain the speeches will refer to it.
People's Daily goes further.

I've never met anyone in China who believes this garbage.
